DSTU EN 81-1: 2003 validity extended for another year

The Technical Regulations for Elevators and Elevator Safety Components approved by the Decree of Cabinet of Ministers of Ukraine No. 438 dd. June 21, 2017, came into force in Ukraine starting January 5, 2018. The document was adopted in June 2017 to harmonize Ukrainian safety requirements with EU regulations, specifically the Directive 2014/33/EC of the European Parliament and of the European Council dd. February 26, 2014.

However, six months were not enough for the elevator market to adapt to the new requirements, hence the end-January 2018 decision to extend the validity of DSTU EN 81-1: 2003 for another year until January 1, 2019. The technical regulation adopted in June 2017 was not canceled, so both the next-generation standards (Technical Regulations and Standard DSTU EN 81-20:2015) and the older ones (Rules of Arrangement and Safe Operation of Elevators effective since 1992) will stay in force for the time being.

Industry experts are unsure as to how the two groups of conflicting standards can effectively regulate the market. It all will become clear going forward. Meanwhile, manufacturers have a lot of work to do: they need to improve elevator designs and functional requirements and later to renew certificates for products. In this respect, Euroformat leads the transformation — its first elevator passed the EN 81-20 conformity assessment in Poland back in December 2017.
